How to Join:

In order to participate in the Kansas Electronic Lien and Title Program, prospective business partners are required to do the following:

• Complete and print the following on-line registration forms and contract:
  • Electronic Lien and Title Program Memorandum of Understanding/Business Partner understanding/Business Partner
  • Application of Digital Certificate and PIN Number
  • EF101 Authorized Form for Electronic Funds Transfer (ACH Debit)
• Mail the completed forms above to:
  Kansas Department of Revenue
  Title and Registration Bureau, E-lien Administration
  915 SW Harrison St., Room 150
  Topeka, KS 66626
• Or fax to 785-296-3852
• Be approved by the Kansas Division of Vehicles as a participating business partner
  
• Obtain a Digital Certificate
